The physics that describes this also describes the Kirkwood Gap; an elliptical region near Jupiter that tends to kick matter out due to resonance between central forces from gravitational potential and their orbital periods.

I've only gotten a cheater five up there, so I don't know if I'm qualified to make a hypothesis. I've thought about it for hours though.

Speed...
Downward pressure of rider's weight...
Downward pressure of water on tail of board...
Other aspects...
Surface tension...
Water flow...
Tail/fin configuration...
