nice s2s...looks like a understory re-initiation phase forest or possibly a heavy thin with green tree retention. probably was really dense stand before the thinning, due to the look of the regeneration across the pond and the small diameter of the large tree. the maple also indicates that there was little to no regeneration herbicide management before planting, unless that maple came up during the re-initiation. its silviculture, it depends.
