We can all give a reasonably good description of what one is

Social programs are not about compassion (self serving belief, for the most part not supported by reality).
Social programs exist because if their is one thing the ruling class cares about more than their posesitions,
it’s their own mortality
(why else would they send the poor from rural communities to fight their wars when they have the most to gain or lose from the outcome).
And….
Sociologists identified long ago that one of the traits that makes people dangerous is, “having nothing to lose,”
As a solution Social programs were created by the ruling class to
give the poor, "something to lose.”
