Saturday morning I was issued a $99 ticket for surfing the north Columbia river jetty (Little Waikiki) for not paying Washington State Park's $10 day use fee. I'm not sure if this is legal after a friend sent me this article about " Two Eugene surfers win case against Forest Service user fees."

Yeah, the case with Siuslaw was well done. The stipulation was having to park on the jetty which was Army corps and not NFS. So it may depend on where you're parking.
